Civilians are now more likely to explore the outer edges of the solar system, which should help reduce the visual clutter.

Civilian spawn automatically goes into low density mode for the player after 120 planets. So the first 120 planets will have normal density spawns and everything after will be low density. This should reduce a lot of lag in the end game when the player has conquered most of a large galaxy.
