fixed bug where truck tries to close not existing gate behind it when starting to process on a road where the first gate is after a cargo station, not before.

- When the Traffic Terminal is changed from AUTO to SUSPEND, arriving Deliveries / Intake Trucks and Chinooks now get deleted and spawn their cargo back to the terminal
- fixed bug where cargo trucks/chinooks would not zap Boxes back to terminal, only Stack would be teleported
- fixed missing code to reset tooltips of cargo stopsigns/helipads after cargo has been delivered
