Relatively big update to address unit spam and incorporate some new ideas.

- Combat unit maintenance increased by +1. Does not affect builders, settlers, religious units, etc.

- Cost of all units increased by 10% across the board.

- Very slightly slowed city population growth (borrowed concept from 8 Ages of Pace)

- Increased the movement benefit of roads (borrowed concept from 8 Ages of Pace)

- Readjusted the calendar (i.e. the year you see at the top-right of the screen; work in progress).

Fixed error causing crash when Rise and Fall is disabled.

- Removed unit maintenance increase. Removed code that slowed city growth. Added new project, Local Festivities, providing Gold and Amenities while active.

Reverted changes due to issue with AI becoming defeated.

Increased unit maintanence by +1 across the board (will apply automatically to all modded units/added content). Added City Center Project "Local Festivities" that provides +1 Amenity while active and grants gold while active. Removed the cost discount for wonders and districts.

Slightly increased era length for the Ancient Era only. Slightly reduced culture per population.

Fixed syntax error causing eras to be 10-60 turns instead of the proper length.
