Thank you to some observations from Ajey.

This version changes the following:

  • Further changes to weights to avoid AI deadlock conditions
  • AI will try to gather a fleet closer to their opponent's fleet power before going on the offensive. (They will still aggressively defend their territory.)
  • If all other conditions are equal, AI will try to avoid systems with upgrade starports.
