1. BUGFIX: game setup/config. (Previously showing both maps instead of one for each ruleset)
2. Use variance fractal instead of RND for ice shelf and terrain boundaries. Purely aesthetic. Little to no impact.
3. Remove last of legacy Outback Tycoon code.

More central American rainforest. (More cowbell!)

Added a northern forest bias. Also tweaked terrain and feature generation for more southern/central American rainforest.
