Added new functionality to also replace any effects granting Overwatch reserve action points to other units without X2Effect_ThreatAssessment. This is configured manually because they are next to impossible to fix automatically.

Added overwatch abilities from Lucubrations Sniper Class to config.

Added support for Tesla Trooper Class and Chemthrower Addon Redux.

Internal code overhauled to automatically support weapons with iTypicalActionCost of 2 that are able to use Overwatch with 1 AP due to the ability's action point cost ignoring that iTypicalActionCost because it does not have bAddWeaponTypicalCost set to true. This usually happens when a 2 AP weapon has 'Overwatch' instead of 'SniperRifleOverwatch'.

This new functionality uses a new config array OverwatchAbilities that should contain all typical overwatch abilities.

Also moved chemthrower overwatch shots last in priority.

Added config options for forcing weapons getting treated as if they had iTypicalActionCost of 1. Nothing forced by default.
