Still trying to stop Empire factions from making multiple barracks. I can't find the bug so I am doing workarounds. If this doesn't help I'm just gonna remove a lot of the barracks rules from Empire factions and let them use more basic rules.

removed growth deconstruction lua, it needs more work.

Yet another attempt to stop duplicate barracks construction. It was seen in Reikland, but I did the same fix for everyone, just in case.

Tweaking Growth priority, increased # of growth buildings to 3 per province (was 2).
