Still trying to stop Empire factions from making multiple barracks. I can't find the bug so I am doing workarounds. If this doesn't help I'm just gonna remove a lot of the barracks rules from Empire factions and let them use more basic rules.

removed growth deconstruction lua, it needs more work.
