Fixed decisions not properly marking the planet as being unavailable for additional constructions.

Reduced the bonus energy Gas Giants get from each Power Plant.

Removed planet class specific production bonuses for Strategic Resources, since they are locked to specific planets anyway. All Strategic Resource constructions now provide 1 of their SR.

Increased how much energy Strategic Resource constructions require. They now require 2 each, instead of 1.

Ice Asteroids can now have Crystal Mines built on them, as only being allowed on Crystal Asteroids is a bit much.
