Removed planet class specific production bonuses for Strategic Resources, since they are locked to specific planets anyway. All Strategic Resource constructions now provide 1 of their SR.

Increased how much energy Strategic Resource constructions require. They now require 2 each, instead of 1.

Ice Asteroids can now have Crystal Mines built on them, as only being allowed on Crystal Asteroids is a bit much.
