-control drum will detect the lockable catchblocks now

Controllable drum changes:
-No longer uses grid mass scaling
- 3 different power variants (default should be close to original when grid size is about 250kg)
- inverted variant for each power variant

NEW BLOCK: Controllable drum

This is a block you can rotate by keybindings. It has various uses, but it was intended to control plane rudders

- small changes to try and get big grids with a lot of subgrids to sleep
What you will notice about this: reduced water bob effect

- Added small sail centered variant
- Tide minimum is saved again
- Performance increase for big servers: subgrids (catchblock) will no longer wake up sleeping grids. This was causing big ships to be constantly awake. Should give a big performance increase on big servers.
