- Fix noble families making legitimist camps
- Adjusted how many special troops legitimists spawn with, toned it way down

- Fix the roll cycle, if your dynasty had a lot of landed members it was doing a roll for them as well which would skew the numbers and create a crazy amount of legitimist camps. Should be fixed now and only rolls on the dynasty leader.

- Fixed a bug where legitimists were declaring war on vassals
- Fixed a bug where legitimists were being created from vassals
- Decreased base chance of a legitimsit camp and halved the rate for traits, was to many legitimists I think. This feels a lot better now.
