Added rules to prevent new t1 barracks from being made in empire major settlements. Existing barracks can still be upgraded.

@Demohbe: Increased prio rating on outposts by 25%. I have seen some of them updated, but they had been hanging at T1 often too.

UltraRanger: I went ahead and added rules for DE agent recruitment buildings. Worship line in minor settlements, sorcery and murder in major settlements. Will post changes for EMP today or tomorrow.

Fixed a bug which caused Empire factions to build duplicate barracks.

More rule tweaking to allow Bretonnia to upgrade barracks that it starts with while not making new tier 1 barracks.

Moved trade goods building values and antisynergy values from experimental features submod to main mod. If you see any bad behavior re: trade goods give me a shout.

Massif Orcal had a negative modifier on barracks as a major settlement, but it is a single region. Changed to positive absolute modifier.
