- Existing signals will still need to "cool down" regardless of docking status.
- Halved thermal signal broadcast distance
- Reduced Hydrogen Thruster signal output by 33%
- Unpiloted grids will have no signature (except when cooling down w/ existing sig)
- Grids under 15k PCU will not have a signature

- Enabled cross-sector thermal scan syncing
- Only updates every 30 seconds (gps lasts 30 seconds as well)
- Only shows up if you're in a cockpit/remote control
- Added some optimizations so it only sends gps once for a ship a player is in. Wont send gps of npcs. Will hopefully
keep it performance friendly
