Added additional artdef/dep files to fix buildings that were set to be civilization specific - which resulted in red exclamation marks in the game instead of proper artwork.
Updated random function to Game.GetRandNum instead of TerrainBuilder.GetRandomNumber to hopefully avoid MP desyncs.

Made so feitoria and pa improvements are always buildable if the unique units that can build them are unlocked.
Fixed bug that could unlock comandante general as a buildable unit.
