Fixed animations for an unpowered state.

Added emissive animations.

Default large grid jump distance: 500 -> 1000
Default large grid max mass: 10,000,000 -> 20,000,000

Default RestrictMassByRatio true -> false

the RestrictMassByRatio should only really be used in competitive PVP.

Small grid mass limit 500,000
Large grid mass limit 10,000,000

Grids can no longer jump static grids.

Added a config option to not allow lighter grids from jumping heavier ones.

- Fixed a bug where jumps, in specific scenarios, cause grid physics to go crazy for a time.
- Added idle spin animation when block is powered.
