The "Particle Density" game option reduces the number of visible particles, but they are still calculated.
With this mod, you can change the particle lifetime, but I don't recommend exceeding 250-300, as there's no way to remove them.
The "Remove Particles" option only push them upward, so they go outside the render space.
Whit high lifetime values you could reach the limit sooner, if there are thousands of particles that aren't visible but are still calculated.
Whit a high lifetime, it could take about an hour for them to despawn completely, leaving the only solution to restart the level.
Is there an option to remove the particle maximum? Yes, its probably a bad idea, but I would love the option to make as much water as I want.
Perhaps a better simulation of water could be achieved, as you mention, using shaders. One way to do this would be to add a shader to a small voxel, like the Liquify mod, but making the voxels invisible and attaching a shader to each one.
For now, I've modified the "Liquid" version to make it look more solid and added a version to spawn small voxels.

@Tiberiu Your mod works fine for me, maybe it can lag a bit with high values of downwards gravity and particle drag but it also makes the simulation more realistic.
@Spastic While using the tool, press "R" to open the menu. You can change the particle duration with the "-" and "+" buttons.
I updated it so you can now increase the duration to 9999 by pressing "@," but I only recommend this for filling small buckets and reset the value afterwards, as some particles can't be removed.
One solution would be to add an upwards wind force to make them disappear into the sky, but it won't affect all particles.
Or maybe somehow index all particles so they can be removed, but it will probably affect performance.
Some particles must be inside the shadow map to be visible.
When using the tool by pressing the "Left Mouse Button" a HUD mark (blue dot) should appear at the position of the "fountain". If not, maybe some other mod is removing it.
I added options for the MOD and now you can change the keybindings.
So I added a counter and a hud mark to keep track of the water canons spawned and maybe I should change the controls, since it's quite anoying spawning them by accident when you're using the tool and grab something.
I should have added that before.
But spawning thousand of particles with a long life time may be unstable.
