Nope, that's EyeGenes2 doing that.
It's about sorting methods.
If you deleted the "Vanilla Textures Expanded - [NL] Facial Animation" in modDependencies in About.xml. The sort function will work properly.
Maybe, The sorting methods will put dependencies before the mod. It will conflict with your loadBefore wirtten in About.xml.
1. delete any user rules for facial animation, ve retex, or this
2. in settings under sorting tab, uncheck use dependency rules
3. restart and refresh rimsort
4. profit
(and anyone asking about RimSort sorting problems)

Nothing I can do, it's a RimSort issue. Take it up with them, otherwise check the install order section

I love it when RimWorld mod managers have outdated databases or sorting methods, now I get to worry about it happening to both Rimpy AND RimSort!
Going to be deleting any comments reporting the bug from now on, not my problem.
Will look into it, for now load my retexture before Vanilla Expanded's retexture.

They’ll need to be patched to work with EyeGenes2, this mod doesn’t do that.
Use the listed dependencies, the VE retexture will work fine, even if it shows as outdated.
