so what this does is it prevents Austria, Egypt and India from building the Forum of Rome. You need to add the names of all other civs except Rome so that all the others except Rome can't build it.

though its before this catched popularity, a line in the xml caused cities to disappear after building this, though its fixed now
city doesnt disappear anymore
