Balance:
1. Command cars changed, gives you more CP in exchange of Limit2 instead of Limit4. Gave all command cars increased capweight
2. Doctrine tiers unlock time changed: T1 - 0sec, T2 - 900sec, T3 - 1500sec, T4 - 2100sec., unlock timers and cooldowns of units changed respectively
3. Buffed officers binoculars view range from 200m to 220m
4. Sped up fortification build time
5. Changed defenders and attackers payback values

Miscellaneous:
1. Mod size reduced by 1gb by removing unused legacy content
2. Borgward and Wanze recieved a Specular map, Wanze in addition recieved new rocket launchers 3D model
3. AI units now allowed to use SR rounds (disabled for user)

3. M26 Added to USA Latewar MP buy roster (sorry Nemo)
4. "Toptier" tanks unlock times are now 15-20 minutes
5. T4 Infantry unlock times set to 10 minutes (5 minutes for FIN)
6. Reverted recent vanilla FIN infantry rifle skill level buff, reduced individual soldiers CP instead
7. A lot of cost changes to better balance out tanks based on their efficiency in battle
