Tweaked the cost of doomsday rocket launchers. They now cost an antigrain shell to make. I also added a recipe to smelt doomsday launchers to recover this shell.

Rebalanced the costs of doomsday and triple rocket launchers. Turns out, Combat Extended makes them craftable and I just never realized. Whoops.

Tweaked the costs of mech ammo and laser charge packs.
With Biotech, mech ammo can now be crafted at a loading bench after unlocking basic mechtech and gunsmithing. This gives mechanitors earlier access to mechs with charged weapons, similar to vanilla progression
