New Tactical slot icon, its not great but it gives a quick heads up about what the slot holds.

Fixed some other minor uniform issues and went with 15% speed reduction on sling after testing.

Big fix to legacy code. They status effect for the sling slot was not functional and due to its small but important movement change I did not notice it not functioning. Its still 20% for now but I am considering adjusting it down to maybe 15% but I am unsure. checkec over some of the other clothing and it seems to be fine.

Ballcap gets +3 to all skills as its a panache item with no protection.

I thought about it and I would rather people be switching hats to max skill rather than wasting materials.
