A semi-chonky update

Added:
- Liquidator Suit
- Shielded Toolbox
- Caseless AR Incendiary Magazines
- 2 dangerous materials for Fractal Ruins (Craftable Fractal weapons coming soonTM)
- Separatist Outpost Operations Mission (Church of The Husk Extremists coming SoonTM)

Changed:
- Severely neutered abandoned outpost NPCs to just be random pirates and moved Separatist abandoned outpost NPCs to their own missions (yeah, it kinda sucks i know but it didn't really make any sense given the mission's context)
- Backpacks are no longer able to store large weapons
- Optimized Devil's Breath Gas (doesn't add afflictions every frame like previously, which is a recipe for very poor performance)

Removed:

- Nothing, though if anything does need to be removed tell me.

Overhauled most particle effects (muzzle flashes are now more prominent and sparks will fly out of the barrel when a gun is overheating)
