Reduced health multipliers for outpost AI in singleplayer to make it more managable for only 1 person to do them (multiplayer AI is still as difficult however) and fixed Gaston spawning in secarmcabs (this wasn't a late night addition I got side tracked on i swear)

Changed:

- Flash Powder and Magnesium can be batch processed in the Chemical Refinery
- Infiltrator Helmet now can be purchased
- Coalition AR mags can be now be purchased without Separatist reputation
- Nerfed Liquidator Suit (can now no longer use hull oxygen, it was essentially a pocket PUCS with even better stats)
- Nerfed Prototype Backpack (slight capacity reduction, storing heavy weapons will also weigh down the pack, the weapon still doesn't show on the backpack :boowomp:)
- Nerf to Particle Cannon Fulgurium Cells (now produces radiation on firing)
- Changed most deconstruction blocks to use amount instead of having 1 of each item identified
