- fix for the bug that made more than one new scout appear in the home city after the scout was routed

- newly spawned scouts will now have the same number of recruits the old scout unit had when it routed
- newly spawned scouts will now start "routed"
- newly spawned scouts will now bear a proper name instead of being just called generic "scouts" (i.e. they'll be assingned the city as home city)
