balance:
ap cannon reduced fire cost. 4000E -> 3500E

fixes:
Mod now works without Tons of Guns.
Mod errors less without moonshot.
Mod will not break if vanilla/TOG/moonshot weapons are removed.
(There are still missing sprite errors if moonshot or tons of guns is turned off. This is not an issue though, and hard to fix)

Improvements / fixes:
Lower firing cost of belt fed fllak. (100M -> 75M)
heavy sniper can now be grouped with eagle eye.
heavy sniper 20% faster reload with eagle eye.
Vanilla upgrades now take priority. (affected mine, turbine, sniper, and mortar)
