- Reintegrated habitat version of special colony capital buildings into reguler ones.
- Changed capital building swap effect. Now new building will be chosen based on how many pop on the colony, not on what capital building there was.
- Relaxed the conditions to designate resort colony. Now buildings which allowed on the resort won't block the decision.
- Relaxed the conditions to designate thrall colony. Same as the resort.

Hotfix for Ver 3.6.

- Fixed resort capitals are enabled on PD habitats.
- Rework on Convict job. 5 decisions set planet modifiers, and the PM manage what Convicts produce (minelals, foods, society research, unity or amenities).

- PD habitats have their unique Resort or Penal variant now, so regular Resort or Penal are disabled.

- Breed Facility's prerequisite technology show the building only when the country can pick Thrall Planet Technology.
- "Attune to Atmospheric Aphrodisiac" Decision's prerequisite technology show the building only when the country can pick Resort Planet Technology.
- Penal Planet now has -25 % demotion time bonus.
- Criminal pop on planet with Crime Load Deal won't be resettled to Penal Planet no longer.
