- Expanded resort world announce event window. If there is appropriate governor or envoy, that leader report it.
- Linkage feature with "Splinter Colony" mod. The Ambassador is "appropriate" leader also.

- Add decision to build Leisure Districts on Resort Habitat.
- Add debug event give Resort Planet technology for all empires. execute "event RWO_event.100" on console.

- Changed about resort habitat. Now, blocker prevent district building.
- compatibility with "Carrying Capacity". resort habitat blockers are treated as "free districts".
