'Clockwork Machine' civic: Pop will have their Energy upkeep decreased by 50% but will consume 0.5 Minerals. Pop will NOT consume 'Processing Resources' and the empire will not be able to access related features.

'Processing Focus' policy: Convert 1 trade value into 0.25 processing resource.

Conversion ratio of 'Resource Importation' trade policy is decreased from 0.25 to 0.2.

Fixed a bug that effect of 'Research Outsourcing' and 'Resource Importation' trade policy is not applied in real game play. (Sorry for delayed bugfix.)

It is unlocked by 'Central Core Modification' technology, and provided with custom UI.
