Slightly modified some civic's stats.

Yes, I do not mod Stellaris anymore, but I still managed to have done the following:

1. Update it to 2.1.*.
2. Introduce a couple of new-old Civics, ethically-symmetrical "Machine Cult" (industrial/spiritualist) and "Evolutionary Architects" (ecologist/materialist). Hope you will like this.

*Note that name of the mod has changed a bit so you might noticed 2 identical mods in your launcher. Use the updated one, please.

Minor fix. I do not overwrite vanilla tech files anymore, so the mod is more compatible with others now.

Lifted restrictions for Campaigns. Now Healthcare is not available only for Fanatic Individualists, and Recycling is not available only for Fanatic Industrialists.
