It seems that Commonwealth traditions were not properly adapted to 2.0 so I fixed a couple of things, one traditions was changed completely.

It seems that you convinced me that restricting Federalism for Authoritarians is irrelevant. So, I made a couple of changes. Now bot Federalist and Imperialist are available for either democracy or autocracy, the only difference is that one is pro-Pacifist and another is pro-Militarist.

A small update.

Added new government type: People's Commissariat (some of you asked for collectivist oligarchy, so here it is).

Fixed a few bugs regarding Faction demands, now Socialists are happy when you invoke Healthcare Capmaigns, Environmentalists - Recycling Campaing and a couple of others.

I decided to impose some restrictions on traditions adoption. I believe that since traditions are linked to certain ethics, it will make sense if at least Fanatics will be prohibited to adopt antipodal tradition trees, i.e. Fanatic Libertarians can not adopt Authority, Fanatic Industrialist - Harmony, and such.
