How to play?
Any tips on playing this faction? Like if I should control the chaos wastes or invade Cathay first?

If playing as Zao Korr, I'd suggest taking a bit of time to vassalize nearby factions to build up your strength. You can try to break through the Bastion or go the long way round (through the Mountains of Mourn). Probably the biggest help for Korr is to power through his quest battles, as doing so will cleanse the "curses" he's received from the Chaos Gods, removing the upkeep and cavalry debuffs he suffers from.

For Ur-Khan, trying to either a.) rush Valkia before she takes 2+ settlements or b.) befriend Valkia and move slightly south to avoid pissing off her and her vassals are legitimate strategies. With IEE's expansion adding more territory north of Ironfrost Glacier, you could also begin by moving up there.

You have to create a Tribal Gathering (one of the buttons below the horde building construction menu). Then click on the Gathering and there on the left side of the screen should be a panel with the Growth, Fertility, etc. Below all that are several buttons where you can exchange 100/500/1000/2000 Plunder to Khan's Hoard.

Maybe it's just the glacial pace I play at, but getting 50 regions of Endless Steppe by turn 100 as the Mung feels a little daunting to me, since sacking + razing + camping to replenish/recruit/turn in plunder every once in a while eats up turns and movement. Plus if I'm not fast enough, any vassals I've made might steal minor enemy settlements out from under me before I can raze them.

People who've completed that quest, how often do you create new hordes and expand in new directions? I find that all I can ever afford are small stacks of tier 1 nomad infantry that have to stay close to Ur-Khan to survive anyway, and they often feel like a waste of money that could have gone toward his next horde building or RoR instead.
