报告翻译问题
I'll be honest. Most times I don't even really use scrapping tools. Too expensive to use on early game units, and by late game you could just buy what you wanted anyway.
Side suggestion; dropping normal Scrapping tools to common rarity. The elite tools also could be dropped to uncommon, but the movement on kill is a very nice buff. Leaving it artifact seems fine.
In the meantime, those who want to enjoy the item without having to consume it can do so manually. Just go to => "More Items and Artefacts/Data/World/Item/PillageElite(Artefact version) and/or PillageNorm (Uncommon one), open the file and change the "charges="1" to "passive="1".
