Does this mean the USSR AI doesn't research Heavy Tank on default?
Soviet heavy tanks - vanilla ai has extremly low chance of picking a heavy tank research. A niche fix since they only use heavy tanks in 1939 start where they start with some templates containing heavy tanks. But seeing them still produce and use a T-35 in 1945 was silly.

Only problem is that they will only assign 1 Dockyard to the re-added capital ships. So it also gives the AI a big boost to Dockyard output. I think it may be possible to get the AI to assign more than 1 Dockyard if new templates for the re-added ships are added to their AI brain?
