You should make this "Removable and Movable Districts"
Removing (disassembling) is 50% of the production cost, and reassembling is equal to 50% of the production cost, therefore "moving" is equal to 100% of the production cost, which is the same as building them again from scratch.
Makes common sense, matches real life, and perfectly balanced for gameplay,
