Personaly I would've thought that this item would regen ammo or health, or even both, though it is just a thought

One weapon down in this set, two to go. I think that this item needs a little more rounding, particularly on the sides. I know that may not be possible due to model limitations, but a boy can dream.

stats:
deal 150 damage and take 150 damage to get the buff

when popped to all with in a certain area (same as buff banner and stuff)
-10% damge of all explosives
-20% damage of all bullets
25% more reaload speed
gain 5 health per second

when not popped
10% extra damage from all sources
-10% reaload speed
gain 1 health per second
10% slower movment speed
20% extra health from health packs
20% extra amo from amo packs

-When popped,you take 60% more damage from everything
-Popping doesnt give you the buffs

That backpack could work like a dispenser, except you give ammo and you can't carry unlimited amount of ammo.

Ammo packs and spawn would refill the bag. It would give 30% more ammo than small or medium ammo crate. (If soldier refills the bag with the small ammo pack, the bag would now give to a friend 30% more ammo than if the friend had picked the small ammo crate on the ground)

Actually that sounds too hard and stupid. There is no way to get it in the game with good stats.
