Strategy Tweaks (I don't remember the exact name, but the one with the heat mechanic on the strategy layer) seems to offer some additional missions and such, and Covert Infiltration looks like it could breathe a new breath of life into the strategy layer, in general.
What's amazing to me is that the modding community continues to evolve and find new and exciting things to add, even after so long. It gives me hope that this game's lifespan is not even close to its end. The only things I see that could detract from it, at this point, would be XCOM 3 or Phoenix Point.
I've adjusted these weights, both Rookies and Soldiers. Both in Gameboard ini file.

Raining Metal, (Comments page 4) set out to change POI rewards. I'm trying to replace Soldiers and rookies for engineers and scientists.
I was wondering about your comment regarding this.

*There will always be five (5) POIs active at any time, excluding the Black Market (it doesn't count it seems, good.)
Is it a case that the POI's are of a fixed deck, and once exausted then there's no more, or is it a case that the faction bases also count as POI's? If so then could they be filling up the slots?
well, honestly, good to know information here. I'd prefer spam in the beginning with less later on...i'll give this a whirl and let you know my impressions (once i finally stop modding and actually playthrough a game. lol)
