Make sure youve got the 1123.4 version (10 minutes ago) [if you havent already]
I'll release a 1123.5 later when I get to it as there are a few changes that need to be made still that are kinda urgent. I'll throw them in suggestions.
Regarding other, You can't change the pop in housing, but you can remove workplaces, if people won't be working they won't be running away :)
Power plant needs water, it can function without it but at much worse efficiency I believe

I'll have to see if I can do that, didnt realize I can change the pop for each building? Unless I replace the building... which Im not doing for every building on the map.
Power plant should have water... or doesnt need water... perhaps an oversight- I'll look into it.
The citizens in east cherno are the only ones not "able" to buy food. But there are bus stations you can use to transport them around the sprawling 1960 metro...
As for modernization- a part of the challenge is leaving it like that, considering cherno is almost 1:1 what it is in 2009 (minus a few select buildings) Cherno is nerfed in the way expanding water and sewage will be difficult... water more so. As the "previous leader" had no plans to expand... meaning your plans will have to include a "new" main line from the water tower and tanks.
- the citizens from the west part of the chernogorsk can't buy any food
- drydock doesn't have electricity/water
- big water pumps next to the water tower don't have power connected
- there is no heating in the city. Houses don't need it, but factories and hospital really need it.
- power plant doesn't have water connected
besides the above consider doing these:
- switch some or most of the big pumps with water switches to make some room for modernization done by players
- set all buildings outside chernogorsk at 0 workers so people don't run away from the republic

Key changes: Auto purchase is off, buildings do come stocked to help with the beginning and be realistic
Some vehicles were added to help with the very start of the game; also fuel.
Key change: Added the missing electrical connections needed for a "realistic" start in cherno during the 1960's
