The first 1 or 2 battles did feel somewhat equal, but recently the battles seem to be loopside pointwse. After the match I checked the units section (tells you the mp cost of each call in stage). The enemy had multiple call in stages and in total their mp was vastly larger than mine. Is that just a bug and no actually representative of the actual mp cost, or does this mean the mod isn't actually working?

ai will have equal units to you and each unit/vehicle has a certain "value" or whatever you want to call it. so if you have a massive army, the ai will also have a massive army. if you have high "value" units like massive artillery pieces then the ai will have that "value" to spend, which could be on some massive tank, huge artillery piece or a bunch of highly trained infantry.
conversely, if you have an army of only two squads of soldiers the enemy presence will also be about that light.

thats the default defense composition using default accuracy. ai defenders get at riflemen for sure at level 2 defense, maybe even level 1. i forget. if you attack a 3 star objective the defenders arent 3 star (that depends on the ai tech level) but the reinforcements are. either way your criticism is valid and im going to tone rewards down a little in the next update (and possibly the multiplier for 2/3 star battles).

i forget if i already changed that or not (i definitely changed cp), but ill double check/look into it.
this will be updated soon (likely today) for the new conquest features to balance it out against being able to keep your units and tech level when starting a new operation.
I'm playing USA dynamic conquest against Germany and I feel like watching a good WWII movie.
Sure I have more casualties,but nothing crazy, feels real.

im going to tone it down in this version along with a few other minor changes to balance things out more and make things feel more symmetrical.

the ai difficulty setting affects health/accuracy of units and nothing else. normally if you set ai to heroic their units will have more health and better accuracy than your units, even if youre using the same exact units. for example your soldier might die from one rifle shot while theirs might take two or even three.
this seemed kind of silly/lazy to me so i made it fair across the board. no matter what difficulty setting youre on units on both sides should have no health/accuracy buffs or debuffs. as long as its the same exact unit it should have the same exact stats no matter who controls it.

its to get you started so youre not starting with just a couple of units with no medics or ammo boxes. youll burn through it pretty fast since the economy is a little different so spend it wisely.
One question though.. How does AI difficulty, set at the start of a campaign, work in your mod with each battle?
I think the ratio player/AI could play as well for units spawning with the payback mechanism
