I had played B42 and then reverted to B41, so I'm wondering if this recipe is meant for B42, and that's why it doesn't work on B41? anyway, I changed it to the following recipe:
Notebook/Journal|LeatherStrips=3|[Recipe.GetItemTypes.Glue]|Thread
after I reloaded my save, the recipe appeared in the crafting menu as normal

As an administrator, I’d like to suggest an improvement that could greatly help server admins in monitoring possible bugs:
Currently, when a player reads the newspaper, a log of that action is registered. However, when the player writes in the newspaper, this action is not logged. This makes verification difficult, since we only notice it when the newspaper is empty.
If it were possible to generate a log indicating that the player wrote in the newspaper, it would be very useful. That way:
If the log exists, we’ll know that the player really wrote;
If it doesn’t exist, we’ll be sure the action was not performed, without needing to manually check whether XP was gained or not from the newspaper.
It would be a simple improvement, but one that would greatly help server administration.

There's a FAQ that covers what bonus XP is, and other things. There's also mods that award bonus XP flatly which causes issues too.
It's hard to say that is what you're seeing though.
On the server, when we level up a skill (carpentry, tailoring, first aid, etc.) to 10, we write it in the book. When we die and read it, most people stay at level 8 or so. We don't use profession boosters or perks, just the books.

For B41: I re-added the old decayed item itself -this *should* fix the issue with people still having decayed journals around (somehow).

Last month there was an update to the SDK for steam that broke any server's ability to update mods. It was fixed around the start or right before this month.
When was the last time a mod was updated on your server? Are you having issues with all mods or just some?
