Yes. Almost every values of GM weaponry does not fit with vanilla game as description.
You asked about they are high or low than vanilla but there are both high case and low case.
Sometime GM weapon is weaker than vanilla weapon, sometime GM weapon is very powerful than vanilla weapon. (Usually too powerful than vanilla)
I assume ace changes how penetration and damage work, but I never figured that out.
