Not sure if they plan on changing that but then again you aren't going up against large numbers of them until late game campaigns. At which point the credit bonus functionally shouldn't matter if you have a good economy.
Mr Corey on youtube clarified is a 3.5 feature. So is not available.
Ar'alani admiral also gets replaced by Siath, in the Empire of the hand. Not sure why, she isn't dead, was resupplying her fleet and poof, she is gone. Around Week 72

Game launches I can play but the button on the lower left side of the screen. Faction Government information doesn't work.
If I click on it, no pop up happens like I've seen on some guides on youtube by Corey.
The mod has its own model style, particle effects and map assets. It looks better than vanilla for sure, but not as big into spectacle as Remake. It's more meant to look clean and readable.
Known issue, survival interacts weirdly with the build filters. Best fix is to open it from a fresh start rather than after doing a GC

The mod uses fresh models made in house, so what you see in the screenshots is what you get, since otherwise graphic overhauls won't apply.
As for the 3.5 question, your best bet would be to watch Corey's preview playthrough though be aware that no date has been given.
Some unit rosters have been re-balanced and shifted since you last played, notably the providence has shifted from Pentastar to the CSA. The Empire of the Hand has, more than likely, undergone the very same revamp ergo why some things are different.
In the next update, generic missions will be coming to the Imperial factions and there'll be a way to customise your build roster in a new galactic conquest.
3.5 will have a option in custom GC that lets you do one planet start with your intended starting heroes, plus more.
I'd love to add Pellaeon and his lieutenants into the GC.
