Changed remoteControl.SetValue("SpeedLimit", value) to remoteControl.SpeedLimit = value in PrefabSpawningWatcher to possibly address a weird crash when Torch is involved.

Added a Try/Catch to the TryGetPlanetElevation check since it was crashing for no identifiable reason. Any cargo ship that fails this check will be marked inactive.
