Landed UFO raids can now be started by XCOM.

Revamped how Guerilla Ops and City Center Operations choose their rewards courtesy of davidlallen, both mission types should now have access to the full set of potential rewards the vanilla spawned missions haev.

Council and Supply Raids can also be started by XCOM with their own respective "techs"

Mod should now be able to integrate itself into playthroughs already under way. Won't be able to add the other two techs to saves already made with the mod, however.
