Major mod overhaul, please backup your saves before updating!

- Most new item ID's have been deleted.
- Removed tier system from items. Complete overhaul of most vanilla items. Goal of it is to make all items relevant over entire campaign, normal or endless.
+ Added Scan Pack
+ Added Portable Cryptography Server
* Changed Subdermal PWR Bank to fully restore item's charges (from 1).

* Fixed partially spent Extended Charge Pack regaining uses when finishing mission.
* Fixed recharging with Subdermal Power Bank, where it could still recharge items below required power when Charge Pack was present in the inventory.
* Lowered PWR use with Subdermal Power Bank from 12 to 8.
