Fixed Skaalview StackHouse construction quest - it wasn't completing the quest after finishing construction. Players who have gotten to that point need to activate the Construction Workbench again to complete the quest.

Fixed the goat fence so the goats shouldn't impale themselves on it anymore.

Fixed the Riekling cage door so it can be opened with the Riekling Cage Key.

Added more chickens.

Modified the construction quest, so that you can hire someone to build Skaalview Satackhouse instead of doing it yourself. Changed the lakehouse name to Fjalding Lakehouse so it matches the documents. Fixed the house guards patrols. Created a spell called Dispel Magic Cloak that removes the Solstheim Blessings, and placed magic books to the shelf in the back room of the Stackhouse and on the upstairs bookcase in the Lakehouse.
