The filters added by those mods can now be used with the recycling recipe

Minor update:
- Harmony dependency now properly declared in about.xml, which should stop a warning in the console on start-up
- Mod functionality unaffected

Added flag to the mod settings to scale materials returned with the HP of the recycled item: 85 % HP = 85 % returned

Note that this multiplier is applied on top of the other multipliers:
Materials * Percentage from Skill Level * Percentage from Tainted * Percentage from HP

Added a slider "penalty for tainted apparel" that default to 30 %. Can be changed from 0 % to 100 %. The math is:
Recipe materials * Skill based return factor * (1 - tainted apparel penalty)
