Various fixes and optimisations.

Adjustments to flashpoints to prevent softlocking, Enemies should be less likely to get stuck in walls, Enemies should be relocated if they ever fall under the map, Fixed antlions sometimes failing to unburrow and permanently eating the softcap, fixed antlion workers technically existing without episodes (but as normal drones with higher bounty).

Fixed issues with HUD blocking visibility when scoped in with some weapon bases. Made NPC Portals not spawn NPCs unless players are at least vaguely near. Made NPC portals only spawn in the main zone. Made prefabs (including NPC portals) only spawn in valid areas (i.e. not under displacements).

Players joining during evacuation are automatically counted as evacuated, misc bugfixes.

Fix friendly missiles being targeted, make npcs lag compensated on servers, hopefully fix latejoining players having no cash (and not having this networked to them).

Fixed infinite clip weapons causing errors, fix issues with nuke sound networking/soundlevel, added lulls to endgame waves so that people occassionally have some downtime to move around (and slightly fewer bosses overall).

Fixed payload terminals sometimes falling under displacements, making the mission unbeatable. Fixed some other cases of similar happening to other entities.
