Helmet on Ass - Helmet Slinging

Only run code to detach / hide slung items on server.
Allow ace actions when swimming and sitting.
Filter out items not available in the arsenal when loading a kit.
- Previously you could "smuggle" any helmet, nvg, or facewear into a limited arsenal by saving the kit with those items in a full arsenal and then loading it.

Removed Immersion Cigs - Rewrite compat (compat was added in Immersion Cigs itself, so no longer needed in HOA).
Moved IDC macros to their own defines.hpp file.

- Moved Zeus logic to own addon
- Added GUI to Sling Helmet module, can now pick the helmet position
- Make ground holders claim themselves, preventing any ACE interaction at all
- Fix for other mods adding interactions, which I thought were fixed last update

- Make some functions public API and add parameter checking.
- Add settings for allowing hiding helmets and what modes are allowed.
- Remove ace interactions from ground holders.
