Initial upload:
- checks for inmate misconduct
- functionality disabled if the CCTV is off, unwired or unmanned
- functionality checks CCTV orientation into account (rather than detecting inmates in a radius)
- attempts not to simply immediately call every guard in range (e.g. delays)
- should not call guards with specific stations or jobs
- wont call disarmed guards
- calls: guard, armed guard or dog handler (or orderly if insane inmate)
